Biography
Joe Kelly is the Director of Homeland Security and Emergency Management with the Minnesota Department of Public Safety. His organization’s mission is to help Minnesota prepare for, respond to, and recover from emergencies and disasters. The primary purpose of the program is to help build communities that are prepared to respond to emergencies and have the resilience to recover quickly from the effects of a disaster.
A native of Olivia, Minnesota, Joe served 31 years in the United States Army and Army National Guard. He worked fulltime for the Minnesota National Guard for 25 years, including tours as Chief of Staff and Assistant Adjutant General. Joe commanded troops at the company and battalion.
