Mandy Winegarden is Adjunct Faculty at the University of Minnesota’s Technology Leadership Institute (TLI), where she shares her extensive expertise in Information Security Governance, Risk Management, and Policy. She teaches the MOT 5020 Capstone Workshop, drawing on her experience as an MSST alumna and a long-time professional mentor to advise students on high-impact technology projects.
As the Governance, Risk, and Compliance (GRC) Manager and Service Owner for the University Information Security team, Mandy leads a growing team of 11 staff who provide essential security services across all University campuses and units. Her leadership oversees critical functions, including Policy, Risk Management, Third-Party Risk, Security Awareness, Vulnerability Management, and Breach Investigation. Mandy is recognized for establishing and maturing new functional areas within the University’s security practice. Notably, her own MSST capstone research was adopted as a core institutional service: the Risk-Based Gap Analysis Framework (RiBGAF), which is used to prioritize compliance and close the knowledge gap for IT professionals.
Mandy is a recognized subject matter expert in compliance frameworks and policy governance. She has served on expert panels, including the Treasury Institute for Higher Education's PCI DSS Expert Panel and presented at the Cybersecurity Summit on designing a career in the field. She is an active member of EDUCAUSE and participates in key committees within the Big Ten Academic Alliance (BTAA). She previously served as Board President for Young Professionals of Minneapolis. Mandy holds multiple certifications, including CISSP, PCIP, CHPSE, and GSTRT.
She holds a Master of Science in Security Technologies (Computer and Information Systems) from the University of Minnesota and a Bachelor of Science in Business Administration from St. Catherine University.
